Strategic Steering Committee

The Strategic Steering Committee (SSC) serves as the main governance body, in charge of giving strategic direction to RESEMBID. The main tasks of the SSC will be to:

  • Oversee and validate the overall direction and policy of the Programme.
  • Steer and generally coordinate all programme implementation efforts.
  • Assess and approve annual work plans and quarterly reports.
  • Arbitrate when necessary and take decisions on any alterations to the Programme.

The SSC consists of the Regional Authorising Officer (RAO), and official representatives (Focal Points) from Anguilla, Aruba, Bonaire, British Virgin Islands, Cayman Islands, Curaçao, Montserrat, Saba, Saint Barthélemy, St. Eustatius, Sint Maarten, and Turks and Caicos Islands. Expertise France and the European Union also serve as ex-officio, non-voting members of the SSC.

Operational Steering Committee

The Operational Steering Committee (OSC) is convened biannually with the tasks of:

  • Monitoring RESEMBID’s implementation and work plan activities at an operational level.
  • Sharing knowledge, providing operational recommendations, approving business cases, project approaches and/ or project management methodology.
  • Ensuring provision of the required resources for planning and delivery of the project.
  • Addressing any operational risks or issues which may have major implications for the project.

The convening of the OSC seeks to gather the Programme Management and Coordination Team, the Regional Authorising Officer and the OCT focal points for the purpose of addressing operational matters. Other essential actors – such as technical experts, strategic and implementing partners – may be invited as circumstances demand.
